Lolita A. Silvano holds a Master of Laws (LL.M.) from the University of Southern California, a Bachelor of Laws, and a Bachelor of Broadcast Communication.

With extensive expertise in contracts, claims, and project management, she has earned certifications in Project Management, Certified Professional Contracts Manager (CPCM), and Primavera P6, along with specialized training in government contracting, cost estimation, scheduling, and risk management.

Her deep industry knowledge, combined with decades of experience, makes her a leader in delivering strategic, high-value solutions in construction and project management.

Eric Manalo

With over 30 years of industry experience, our Project control director brings deep expertise in cost engineering, project scheduling, quantity surveying, planning, and project controls. He has led multidisciplinary projects across the U.S., Middle East, Asia, Africa, and the Caribbean—spanning infrastructure, transportation, utilities, and high-rise construction.

His qualifications are backed by certifications in Project Management, Primavera P6, CPCM, and numerous specialized programs in government contract administration, construction estimating, and risk management—ensuring every project is guided by knowledge, strategy, and global perspective.

With over 30 years of industry experience, our Project control director brings deep expertise in cost engineering, project scheduling, quantity surveying, planning, and project controls. He has led multidisciplinary projects across the U.S., Middle East, Asia, Africa, and the Caribbean—spanning infrastructure, transportation, utilities, and high-rise construction.
Bienvenido A. Silvano
Procurement Director
A seasoned Procurement Director with a solid foundation as Computer Engineer and over 20 years of experience in supply chain and vendor management. He brings deep expertise in strategic sourcing, contract negotiation, supplier evaluation, and procurement systems integration.
Known for driving cost efficiencies, streamlining procurement processes, and building strong supplier relationships, he combines technical acumen with sharp business insight to support large-scale operations and ensure timely, value-driven procurement solutions.
Bruce Castillo
System Director
Bruce Castillo is a Senior Systems Integration Specialist and Certified General Electrician with 20 years of hands-on experience in systems integration, motor controls, and electrical infrastructure.
As a System Director, Bruce leads the development of procedures and flow
charts for Interface Matrices and Interface Control Documents (ICDs) on major transit and rail
projects. Drawing from the owner’s design criteria, he creates tailored approaches and
templates for identifying and tracking system interfaces, including communications, train
control, traction electrification, electrical, and mechanical systems.

A seasoned Project Director with over 30 years of experience in construction management and a Civil Engineering background, known for leading high-value projects across sectors with strategic oversight, risk management, and on-time, on-budget delivery.
